If the Xbox Live game is an Xbox Play Anywhere version and you own an XPA version of that game on Xbox One, then you may download the game on your Windows 10 PC without purchasing it. Refer to this link for more information about XPA games.
If the Xbox Live games are not XPA version and the license of those Xbox Live games are not associated to your Microsoft account, then you'll need to purchase the games. Same goes with games associated to your account but are not PC version.
